RDW为荷兰车辆认证中心的简称,其主要工作是车辆的定期检验(APK)及提出检验技术标准、认可检测站的资质、对检测站进行监督、确定检验结果、进行车辆型式认证工作、按照欧盟的规定对新车型进行型式认证、标准法规的研究制定及贯彻欧盟指令。RDW是欧洲不多的从审查到签字批准的认证机构,其它许多类似机构不具备最终签字权。同时RDW还是个非赢利性机构,更加保证其作出的认证具有中立性权威性。因此,RDW是有关组织获得全面信息,能够对车辆进行全面管理的唯一机构。RDW附属于交通,公共工程和水管理部,交通,公共工程和水管理部部长对RDW的活动负有政治责任并资助其费用。
RDW is a public service provider in the mobility chain. RDW has developed extensive expertise through its years of experience in executing its statutory and assigned tasks. Tasks in the area of the licensing of vehicles and vehicle parts, supervision and enforcement, registration, information provision and issuing documents. Tasks that RDW carries out in close cooperation with various partners in the mobility chain. This provides RDW with a clear position in this chain, with its mission being: RDW, partner in mobility.
Statutory tasksThe Dutch government has assigned four important tasks to RDW:
Licensing: The licensing of vehicles and vehicle parts on the Dutch and European market.
Supervision and control:Supervising companies accredited by RDW and monitoring the technical condition of vehicles.
Registration and information provision:Gathering, storing, updating and managing data concerning vehicles, their owners and vehicle documentation and providing information about this data to interested parties.
Issuing documents:Issuing documents that are required for vehicles or owners, including vehicle registration certificates, driving licenses and the PTI (Periodic [motor vehicle] Technical Inspection) forms.
Social contextRDW serves the public interest. As an implementing body resorting under the responsibility of the Ministry of Infrastructure and the Environment, RDW contributes to the realisation of policy objectives in the area of mobility, traffic safety and the environment. With the information from its records and its knowledge of vehicle technology, ICT and international regulations, RDW responds to a wide social need. This applies nationwide. In addition to cooperating with the Ministry of Infrastructure and the Environment, RDW cooperates intensively with partners in the tax, enforcement, safety and driving licence chain. This expansion is also occurring globally. European and global regulations and cooperation in the area of mobility and data exchange between sovereign states is increasing. The activities of RDW in this area support these developments.
StrategyThe mission is the motor of RDW's strategy. Together with its statutory tasks, assigned tasks and the developments in society, the mission substantiates the RDW strategy. The Strategic Plan lays down the strategic objectives of the organisation.. This plan is regularly re-evaluated.
OrganisationRDW is a non-departmental public body (NDPB) that is funded by fees. It performs its tasks on behalf of the Ministry of Infrastructure and the Environment. To effectively bear ministerial responsibility for the organisation, the minister supervises how the RDW functions. The RDW Management has two members: Mr J.G. Hakkenberg and Mr H. van Santen. In addition, the Supervisory Board supervises the activities of the Management and provides advice.
RDW in international contextAs the Dutch type-approval authority, RDW tests and inspects new vehicles and parts thereof. Its clients are manufacturers and importers from all over the world. RDW also makes knowledge available through consultation and support projects in other countries in the area of traffic safety. In addition, RDW closely cooperates with sister organisations in the area of European regulations.
International consultationDutch legislation is based on European directives. These are increasingly related to agreements that are made in the context of ECE and EU. RDW participates in various consultation structures in which the international regulations are prepared.
